It's not a bug. I'll explain how it works. Say you have a team with a recovery rating that equates to every 12 hours..
You have a full 8 battles available.
Play 6 of them at 1pm.
Play the remaining 2 at 2pm.
You now have 2 options..
12 hours from 1pm, so 1am, you will have 6 battles available, which you can play right away.
Then at 2am, the other 2 will be available.
Or..
Wait until 2am for all 8 battles to be available.
Basically: It counts how many battles you've played in the last X hours where X is your recovery rating) and subtracts that from your maximum battles (8 by default).
